Mission Timer Chronograph UTC 2.2 Copy

Mod on the beautiful "Military" watch created by sweborn. Added UTC hand tap center. Hand will advance by the 1/2 hour on this version. Otherwise identical to 2.1.

Moved Stopwatch functions Start/Stop, Reset to 4 and 8 positions for clarity. Substituted milliseconds for hours on Stopwatch. Changed analog stopwatch rotation to minutes, more useful IMHO.
