The small permille in the decimal dials is the year permille, not the battery.

The battery percent is shown by the second hand when Dim.

Decimal Time is 10 hours a day, 100 minutes an hour and 100 seconds a minute. The first dial is the classic revolutionary dial while the second dial is a more comfortable one showing 5h twice a day.
