To change the place open "rotation" in layer 17 and enter new latitude and longitude data. Also change the distance of 1 degree longitude "69.611" related to your latitude f. e. 71 at 50N . The "30" let the hand rotate like for hours 12 km max. Change to "6" for a "minute" hand rotation 60 km max.
