changed small GMT dial rotation formula from "tz1rh" to "drhdutcoff-30/100" since i was not able to figure out how to make UTC without offset one of my alternate time zones. This new formula, i hope, will pick up the rotation value for any local time and substract/add 30 degrees for each hour of offset local vs UTC. please share any corrections and subjections. aside from this formula change, everything else is copied exactly as it was on the original.
